Police Chief Announces Promotion

Effective with the new fiscal year beginning October 1, the police department has undergone a slight reorganization in which a sergeant's position was reclassified as a lieutenant.

Mary Farrand was promoted to fill the new assignment, and she is now one of two commanders who oversee police operations. Lieutenant Farrand commands the Professional Standards component, which includes internal affairs, recruting & screening, accreditation management, training, and crime prevention programs.

Lieutenant Farrand has been with the Gulfport Police Department since 2001, having come to us with experience as a telecommunications specialist for the city of Clearwater. Among her more notable accomplishments, Lieutenant Farrand was designated as the police officer of the year in 2005. Shortly afterward, she was promoted to the rank of sergeant, where she supervised one of four patrol squads.

A graduate of St. Petersburg College, Lieutenant Farrand has a Bachelor of Applied Science degree in Public Safety Administration.  She has advanced certifications in hostage negotiations, personnel background investigations, and internal affairs investigations, among others.  Lieutenant Farrand also serves as an agency assessor for the Commission for Florida Law Enforcement Accreditation and is the coordinator of our field training program.
